DANVERS – Mr. Louis Phillip Bouchard, lovingly known as Phil, 81 of Danvers, MA, died September 24th, 2023 at Massachusetts General Hospital in Boston. He was the beloved husband of Kathleen Bouchard.
Born and raised in Salem, MA. Phil's first job was a legendary paper route that allegedly covered all of south Salem and then some. He enlisted in the United States Navy in 1963. Following active duty, he spent 19 of his 26 years associated with the Seabees of RNMCB 12 and retired a Chief Petty Officer. Phil went on to earn an Associate's degree in Engineering from Wentworth Institute of Technology. Then after completing an additional Associates degree in Criminal Justice from Salem State College, Phil began a career in law enforcement with the City of Beverly Police Department.
He marched in parades with the Police Color Guard, lectured on youth drug education at local schools, and worked as a crime scene photographer. Phil maintained his motorcycle license and rode the Police Harley Davidson bike during special events in Beverly. Moving into Police Administration, he ascended through the ranks and retired as the Beverly Police Chief after 32 years with the department. Despite numerous health related setbacks, he remained committed to working part time as a Deputy for the Essex County Sheriff Dept. right through his final days.
Phil was a friend of Bill W for over 30 years. He will be missed and remembered for his strength, determination, and integrity, all often served with a healthy dose of four-letter words.
He is survived by his wife of 56 years, Kathleen, who he often referred to as his "Rock", a son, Joseph, daughter, Nicole and her husband, Scott, his sister, Renee and his beloved grand-dog, Archie.
ARRANGEMENTS: Visiting hours for Phil will be held on Tuesday, October 3rd from 3 to 7 P.M. at St. Richard's Church, 90 Forest St., Danvers MA. Relatives and friends invited. His Funeral Mass will be held on Wednesday, October 4th at 10 A.M. also at St. Richard's Church. 90 Forest St., Danvers. Burial will be private.
